Our wide-ranging solution for this large Local Authority involved managing many sources of data into a unified analytics platform and creating a Centre of Excellence.

Serving a large local community

Kirklees Council is one of the largest Local Authorities in England, providing local services to more than 400,000 residents in the Kirklees Borough of West Yorkshire. Kirklees provides more than 1000 individual services to local residents, resulting in a very complex and varied data landscape.

Managing the complexities of public sector data

Kirklees wanted to minimise siloed data storage and enable enriched analytics by facilitating the combination of data from multiple sources. Also, with the formation of a new Intelligence & Performance team, data and analytics skills needed to be developed.

Applying analytics to improve services

TrueCue helped Kirklees to implement its data and analytics strategy, using Tableau as the key tool. We also up-skilled the Kirklees team in the technical and soft skills needed to provide analytics and intelligence for council staff. We applied our experience in training delivery, platform implementation and agile project delivery, providing a robust set of advisory skills across the board.

Building a culture of excellence

We started by establishing an Analytics Centre of Excellence (CoE) within Kirklees Council. This encompassed classroom training, and a real-life training project with the core group of CoE members. This, along with further training in agile delivery and problem-solving methods, enabled the move into project delivery for individuals within their respective specialist service areas.

Nurturing leadership in analytics

We helped Kirklees set up an internal community to foster analytics learning and best practices – equipping chosen members of the team to be leaders across agile delivery, analytics tools, data infrastructure, community initiatives, documentation and governance.

Supporting social services with insight

We have helped Kirklees with three priority programs for analytics. The first has been a large program to overhaul all reporting for an entire council service, with a plan to provide 70 dashboards for managers and social workers.

Better decision-making for service managers

In addition, we have worked with the Kirklees Intelligence and Performance team to plan for the future delivery of aggregated daily insights for the Executive Team – and provision of analytics tools for around 900 managers across the council.
